Spending on infrastructure will create jobs here in the United States for Americans. Tax cuts are only going to deepen the debt and not provide the needed stimulus – with demand down (not enough employment), people are more likely to hoard any tax credit or refund, or pay off existing debt. What we need are jobs, jobs, jobs.
